III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)

Smoking in the workplace and resturants has too many problems. Completely getting rid of smoking in the workplace is the only possible solution for that. Many restrictions should be put onto resturants which allow smoking. The smoking area should be surrounded by a wall at least 6 feet tall to block off the two sections. The smoking area outside of a resturant should be at least 25 feet away from the entrance of the resturant. The area designed for smoking should have a proper disposal site for the cigarette butts.

IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)

The solution I propose is that smoking in the workplace is completely banned and should not be allowed and strictly enforced. Along with the workplace, resturants should be required to meet specific standards for a smoke area. They must have walls at least 6 feet high separating the smoke area from non-smoke area. As well they must have proper air ventilation to distile the air of the smoke. As far as outside smoking at resturants, the persons should be at least 25 feet away from the entrance of the resturant. They must also have a proper disposal method for the garbage produced. The Department of Health and Human Services would be in charge of enforcing these restrictions. This would be a federal law. It would only affect those states that do not already posses their own restrictions. If the state does have its own rules, they will override the federal law.

I think this solution would work because people that do not inhale the deadly second-hand smoke cannot be affected in a negative way. There is no possible way to get cancer or any other harmful disease if people are not even exposed to the chemicals in cigarrettes. Many states have tried to pass restrictions on smoking as well and many have. In Flordia, the people "decided by an overwhelming margin to ban smoking in indoor workplaces." So this proves that in many places smoking is being attempted to be banned. Not to mention the frightening facts about smoking and second-hand smoke. According to the U.S. Centers for Disease Control and Prevention, "smoking causes approximately 443,00 deaths each year in the United States." Tobacco use also dramatically increases an individual’s risk of heart disease; stroke; lung diseases, such as emphysema and lung cancer; and other types of cancer.
